The Basin Redrawing
After the Contraction, the Mandate's Vaults forecast Africa's water basin by basin, so officials were judged against forecasts that ignored their borders. Between the 2210s and the 2230s the Council abolished the 39 states that had joined in the 2150s–2190s and drew seven provinces around rivers and coasts: the Maghreb, the Nile, the Sahel, the Guinea coast, Nigeria, the Horn and the Ubangi. All are run from Addis Ababa. The old capitals became provincial cities.
