The Council of Minds. Often made up entirely of humans, though Raised minds have sat on it. It decides split screening verdicts: it may clear a bill, clear it on probation or fail it, and its decision is final for that bill. It writes probation indicators and publishes dissent reports. Its other reports model the consequences of proposed laws and are binding as evidence, but it has no vote in the Chamber.
