The Screening Clause (2350s). After the Renewal Riots showed how easily a Chamber could hollow out the floor through laws that technically respected it, Settlement polities required every bill to clear Vault screening first. Its defenders insisted that a Vault testing laws against fixed limits is not a Vault making them; its critics quoted the Meridian Incident. The Settlement's four Vaults have screened every bill from the start, with two–two ties sent to the Council of Minds, and have refined the system ever since.
