The Slow Lane: nobody can launch immediately. The Sealing Treaty requires a named human to authorise any nuclear launch after a mandatory delay. The Concord Accord later incorporates these rules. Launching merely because an incoming attack has been detected—“launch on warning”—is illegal in every bloc. The delay gives people time to identify false alarms and stop mistakes or unauthorised orders. The Shared Question discourages deliberate war; the Slow Lane helps prevent an accidental one.
